Swimsafer

Singapore’s national water safety programme 

SwimSafer is under MOE’s Physical Education curriculum, designed to promote safety in aquatic environments while teaching swimming proficiency and survival skills in a fun, progressive way. The programme is structured into six SwimSafer stages, helping students become water-safe and gain lifelong swimming skills.

Swimsafer Stage 1

Introduction to water skills

The goal is to build confidence and independence in the water while learning essential water safety, including safe entry/exit, movement skills, and deep-end awareness.

Swimsafer Stage 2

Fundamental water skills

Skill development includes unassisted step entry, sculling, feet-first surface dives, and personal water safety in different aquatic environments, along with achieving 25 metres of continuous swim.

Swimsafer Stage 3

Personal and stroke developement

Skills include stride jump entry, sculling, underwater techniques, and putting on a personal flotation device (PFD) while in the water and swimming with it, along with 50 metres of continuous swim.

Swimsafer Stage 4 or Bronze

Personal Survival and stroke improvement skills

Focus is on developing stroke techniques and coordinated breathing in deep water, along with introducing throw rescues and advanced personal survival skills, along with achieving 100 metres of various strokes.

Swimsafer Stage 5 or Silver

Intermediate personal survival & stroke improvement skills

Fundamentals of diving are introduced, and personal survival skills continue with scenarios such as swimming quickly away from a sinking boat, along with demonstrating efficient stroke techniques by swimming 200 metres of various strokes within a set time.

Swimsafer Stage 6 or Gold

Advance personal survival & swimming skills proficiency

Students will perform various strokes efficiently over 400 metres within a set time, while learning personal survival skills such as using clothing as a flotation device, swimming with it, putting on a life jacket in water, and demonstrating the Heat Escape Lessening Posture (HELP) technique.
